The intervention which-occurs in the zone which combines the positive aspects of the social system and a traditional state order can be described as social-democratic. The social-democrat state lies at the meeting- point between Labour pressure and a modernizing state. On the other hand, in a society in crisis, where the negative movements outweigh the positive movements, the state plays a role more central than that of the social forces, while in social-democrat and national-popular situations, where the relationships of production, the institutions and the organizations function positively, the social forces intervene more directly within the state and around it.
